The FAC agenda consists of two keyareas of topics:
- "A" points: Most of the work for FAC meetings is done by diplomats and civil servants before on workign parties and COREPER level. Non-contentious issues ministers will not discuss but will instead simply approve the provisional agreements drawn up by their officials in Brussels.
- "B" points: These are issues which the diplomats cannot resolve and are discussed at FACmeetings, where ministers may approve or reject them. Particularly tricky issues are marked as "starred B points" and ministers may take a vote on whether or not to approve them.
